Renters' Rights Act 2025 — Extension to Private Landlords
RRA 2025 extends mandatory membership to all private landlords in England. Commencement via secondary legislation pending. Tenant can escalate unresolved complaints to the scheme free of charge; scheme can award up to £25,000. Property Portal (landlord database) registration expected as prerequisite.
How the Complaints Process Works
Tenant must formally complain to the landlord first; landlord must respond within 8 weeks. Then tenant escalates to the scheme. Case officer investigates; adjudicates award: apology, specific action, or compensation up to £25,000. Binding on members; failure to comply = scheme expulsion. Not a substitute for court injunctions or exemplary damages.
Which Scheme to Join and How to Prepare
Choose TPO or PRS when mandatory — compare fees (approx £80-200/year) and track records. Draft a written internal complaints procedure now. Keep complete records of communications, repairs, inspections. Register on Property Portal alongside scheme membership. Monitor MHCLG for commencement date.
