Who must register — all Welsh residential landlords
All landlords who own a residential property in Wales that is let or available to let must register with Rent Smart Wales (rentsmart.gov.wales). This includes landlords based outside Wales and outside the UK. The registration covers all of the landlord's Welsh properties for a single £37 fee, valid for 5 years. Changes to property addresses and contact details must be notified within 5 working days.
Who must be licensed — self-managing landlords and agents
A landlord who carries out any letting or management activities personally (marketing; viewings; tenancy documents; rent collection; repairs; inspections) must obtain a Rent Smart Wales licence. Licensing requires: completion of Rent Smart Wales approved training; passing the fit and proper person assessment; and payment of the licence fee. Licences are valid for 5 years. Using an unlicensed agent does not relieve the landlord of responsibility — verify agents on the Rent Smart Wales public register.
Enforcement — penalties, prosecution, and rent repayment orders
Local authorities enforce Rent Smart Wales compliance. Fixed penalty notices (FPNs) of up to £150 apply for failure to register. Managing without a licence is a criminal offence carrying a fine up to £5,000 on conviction. Tenants can apply to the First-tier Tribunal for rent repayment orders (up to 12 months' rent) where the landlord lets without being registered or licensed. Landlords can be prohibited from managing Welsh property if their registration or licence is revoked.

English Property Portal (RRA 2025): registration only (no separate training/licensing tier); administered by MHCLG; in force May 2026. NI Landlord Registration: registration only; in force October 2023. All four schemes apply independently — a UK-wide landlord must comply with each relevant jurisdiction's scheme.
