Planning: PBSA is typically Use Class C2 (residential institution) or sui generis — not C3; no permitted development rights to change to C3. BCSW Code (formerly ANUK/Unipol): voluntary accreditation covering maintenance, complaints, fire safety, fair contracts; required by most universities before signing nomination agreements. Nomination agreements: university guarantees to fill a set proportion of beds; operator provides housing for nominated students; management standards are contractually required.
