Derby rental market — what landlords need to know
Derby has a stable private rented sector anchored by manufacturing and logistics employment, the University of Derby, and strong demand from young professionals in the city centre. Rents are among the most affordable in the East Midlands, making it an attractive buy-to-let market for portfolio landlords.
Licensing requirements in Derby
Derby City Council operates selective licensing in designated areas of the city. Check the Derby City Council housing portal to confirm whether your property falls within a designated selective licensing area — operating without a required licence carries civil penalties of up to £30,000.

Derby landlord FAQs
Does my Derby rental property need a selective licence?
Derby City Council operates selective licensing in designated areas. Use the council's postcode checker to confirm whether your property is in a designated area — the scheme does not cover the whole city. Mandatory HMO licensing (5+ occupants from 2+ households) applies across Derby as it does nationally.
Do Derby landlords need to switch to Periodic Assured Tenancy Agreements?
Yes. Derby is in England and all Renters' Rights Act 2025 provisions apply from 1 May 2026. All new tenancy agreements must be Periodic Assured Tenancy Agreements. Existing ASTs automatically convert. Section 21 is abolished — possession requires a Section 8 notice citing a statutory ground. The Information Sheet must be served on all existing tenants by 31 May 2026.
