Brecon rental market, what landlords need to know

Brecon (Welsh: Aberhonddu) is a market town in Powys, south-east Wales, situated in the heart of the Brecon Beacons National Park (now the Bannau Brycheiniog National Park following renaming in 2023). The town is approximately 45 miles north of Cardiff, 20 miles north of Merthyr Tydfil, and serves as the main service town for the central Brecon Beacons area. Key employers include Powys County Council (county offices in Llandrindod Wells but significant presence in Brecon), South Powys District General Hospital (Brecon War Memorial Hospital), the Welsh Government, and the Ministry of Defence (Sennybridge Training Area, approximately 7 miles west — one of the UK's major military training areas, supplying significant rental demand from serving personnel and families). The tourism and hospitality sector around the national park is a significant employer. Brecon Jazz Festival attracts international visitors annually. All tenancies in Wales are occupation contracts under the Renting Homes (Wales) Act 2016 (RHWA 2016); Rent Smart Wales registration and licensing mandatory.

Brecon landlord FAQs

Is Rent Smart Wales registration required for a landlord in Brecon?

Yes. Rent Smart Wales registration is mandatory for all private landlords in Wales, including in Brecon. Register at rentsmart.gov.wales. If you self-manage your property (collect rent; arrange repairs; conduct viewings), you must also hold a Rent Smart Wales landlord licence. Failure to register or hold a licence is a criminal offence in Wales. Powys County Council is the local authority responsible for housing standards enforcement in Brecon.

Does Section 21 apply to landlords in Brecon?

No. Section 21 was abolished in Wales on 1 December 2022 under the Renting Homes (Wales) Act 2016 (RHWA 2016). All tenancies in Brecon granted on or after 1 December 2022 are occupation contracts under RHWA 2016. For periodic occupation contracts, landlords can issue a no-fault contract-holder's notice (minimum 6 months) to end the contract, subject to the prohibition on use in the first 6 months of occupation. For breach-based possession (non-payment; anti-social behaviour), a breach notice under RHWA 2016 is used.
