Is Rent Smart Wales registration required for a rental property in Flint?
Yes. Rent Smart Wales (RSW) registration is mandatory for all private landlords in Wales including Flint. Register at rentsmart.gov.wales. If you self-manage your properties (collecting rent, carrying out repairs, issuing notices), you must also hold an RSW landlord licence requiring approved training. If you use a fully licensed letting agent, you need only register. Flintshire County Council enforces RSW compliance in the Flint area; civil penalties up to £7,500 apply for non-compliance.
Does the Renters' Rights Act 2025 apply in Flint?
No. The Renters' Rights Act 2025 applies only in England. Wales has its own tenancy framework under the Renting Homes (Wales) Act 2016 (RHWA 2016), which came into force on 1 December 2022. All residential tenancies in Wales are Welsh Occupation Contracts; Section 21 was abolished in Wales in December 2022 (Welsh landlords instead serve a 6-month no-fault notice under RHWA 2016 s.173); and Rent Smart Wales is the mandatory compliance regime for Welsh landlords. The RRA 2025 reforms do not apply in Flint or anywhere else in Wales.
