Licensing requirements in Glasgow
All HMOs in Scotland — including Glasgow — require a local authority HMO licence under the Housing (Scotland) Act 2006. All private landlords must also register on the Scottish Landlord Register via Glasgow City Council. Operating without registration is a criminal offence. Note: Scottish tenancy law is fundamentally different from English law — the Private Residential Tenancy (PRT) under the 2016 Act applies to all new lettings, there are no fixed-term tenancies, and possession requires an application to the First-tier Tribunal (Housing and Property Chamber) on statutory grounds.

Does the Renters' Rights Act apply to Glasgow landlords?
No. The Renters' Rights Act 2025 applies to England only. Glasgow landlords are subject to Scottish tenancy law under the Private Housing (Tenancies) (Scotland) Act 2016. All new lettings since December 2017 use a Private Residential Tenancy (PRT) — there are no fixed-term tenancies, no Section 21 equivalent, and possession requires an application to the First-tier Tribunal (Housing and Property Chamber) on one of 18 statutory grounds.
Do Glasgow landlords need to register?
Yes. All private landlords in Scotland must register on the Scottish Landlord Register via their local council. Glasgow City Council manages registrations for Glasgow landlords. HMO landlords also need a separate HMO licence. Failure to register is a criminal offence. Registration must be renewed every 3 years.
