Milford Haven rental market, what landlords need to know
Milford Haven (Welsh: Aberdaugleddau) is a port town in Pembrokeshire, south-west Wales, administered by Pembrokeshire County Council (headquarters in Haverfordwest, approximately 7 miles north). The town is situated on the northern shore of the Milford Haven Waterway (the ria that forms one of the world's deepest natural harbours) and is home to the UK's largest energy port by volume. The Port of Milford Haven handles approximately 20% of the UK's total gas and oil imports — it is the site of two major LNG (Liquefied Natural Gas) import terminals (South Hook LNG, operated by QatarEnergy; Dragon LNG, operated by Petronas/Shell); the Valero oil refinery (one of the largest in the UK); and significant offshore energy supply chain operations. Key employers include South Hook LNG; Dragon LNG; Valero; the port authority (Port of Milford Haven); Pembrokeshire County Council; and the broader Pembrokeshire healthcare sector (Withybush General Hospital in Haverfordwest). The rail line from Milford Haven station provides direct Arriva Trains Wales services to Swansea (approximately 1 hour 20 minutes) and Cardiff (approximately 2 hours 30 minutes). The A477 and A4076 provide road connections to Haverfordwest and the wider Pembrokeshire road network. Rental demand is strongly driven by energy sector workers (LNG terminals; refinery; offshore supply) and port employees — this gives Milford Haven's rental market an unusual stability underpinned by long-term energy infrastructure employment. Tourism in Pembrokeshire (Pembrokeshire Coast National Park) provides seasonal rental demand. All tenancies in Wales are occupation contracts under the Renting Homes (Wales) Act 2016 (RHWA 2016); Rent Smart Wales registration and licensing mandatory.

Milford Haven landlord FAQs
Is Rent Smart Wales registration required for a landlord in Milford Haven?
Yes. Rent Smart Wales registration is mandatory for all private landlords in Wales, including in Milford Haven. Register at rentsmart.gov.wales. If you self-manage your property (collect rent; arrange repairs; conduct viewings), you must also hold a Rent Smart Wales landlord licence. Failure to register or hold a licence is a criminal offence in Wales. Pembrokeshire County Council is the local authority responsible for housing standards enforcement in the Milford Haven area.
Does Section 21 apply to landlords in Milford Haven?
No. Section 21 was abolished in Wales on 1 December 2022 under the Renting Homes (Wales) Act 2016 (RHWA 2016). All tenancies in Milford Haven granted on or after 1 December 2022 are occupation contracts under RHWA 2016. For periodic occupation contracts, landlords use a no-fault contract-holder's notice (minimum 6 months) to end the contract, subject to restrictions on use in the first 6 months of occupation. For breach-based possession (non-payment; anti-social behaviour), a breach notice under RHWA 2016 is used.
