Pembroke rental market, what landlords need to know

Pembroke (Welsh: Penfro) is a historic market town in Pembrokeshire, south-west Wales, administered by Pembrokeshire County Council. The town is situated at the south-western end of the Pembrokeshire peninsula, approximately 35 miles south-west of Carmarthen and 8 miles south-west of Pembroke Dock, the nearest major town. Pembroke is dominated by Pembroke Castle — the birthplace of King Henry VII (1457) and one of the most historically significant and best-preserved castles in Wales; it draws significant tourist visits year-round. The medieval town layout (Main Street; the town mill; the mill pond and town wall) contributes to the town's strong heritage tourism economy. Pembroke Dock (approximately 3 miles north) is a separate town with a ferry terminal providing Stena Line services to Rosslare (Republic of Ireland) — a major logistics and tourism hub. The railway line serving the area connects Pembroke Dock and Pembroke stations to Swansea (approximately 1 hour 30 minutes) and Cardiff (approximately 2 hours 30 minutes) via Arriva Trains Wales services. The A4139 and A477 provide road connections. Key employers in the area include Pembrokeshire County Council; NHS Wales (Withybush General Hospital in Haverfordwest, approximately 10 miles north); Stena Line and the ferry port operations; and the tourism and hospitality sector. The Pembrokeshire Coast National Park surrounds the town and drives significant visitor economy demand. Rental demand is driven by Pembrokeshire County Council and NHS employees, tourism and hospitality workers, ferry port employees, and the broader rural Pembrokeshire economy. All tenancies in Wales from 1 December 2022 are occupation contracts under the Renting Homes (Wales) Act 2016 (RHWA 2016); Rent Smart Wales registration and licensing mandatory.

Pembroke landlord FAQs

Is Rent Smart Wales registration required for a landlord in Pembroke?

Yes. Rent Smart Wales registration is mandatory for all private landlords in Wales, including in Pembroke. Register at rentsmart.gov.wales. If you self-manage your property (collect rent; arrange repairs; conduct viewings), you must also hold a Rent Smart Wales landlord licence. Failure to register or hold a licence is a criminal offence in Wales. Pembrokeshire County Council enforces housing standards in the Pembroke area.

Does Section 21 apply to landlords in Pembroke?

No. Section 21 was abolished in Wales on 1 December 2022 under the Renting Homes (Wales) Act 2016 (RHWA 2016). All tenancies in Pembroke granted on or after 1 December 2022 are occupation contracts under RHWA 2016. For periodic occupation contracts, landlords use a no-fault contract-holder's notice (minimum 6 months) to end the contract, subject to restrictions in the first 6 months of occupation. For breach-based possession, a breach notice under RHWA 2016 is used.
