Does the Renters' Rights Act 2025 apply to Peterlee landlords?

Peterlee is in England (County Durham) and all Renters' Rights Act 2025 provisions apply from 1 May 2026, including the abolition of Section 21, periodic tenancy requirements for all new tenancies, Section 13 rent increases via Form 4A, Awaab's Law, the one-month advance rent cap, and civil penalties up to £40,000. Durham County Council does not currently operate selective or additional HMO licensing in Peterlee beyond national mandatory licensing.
