Port Talbot rental market, what landlords need to know

Port Talbot is an industrial coastal town in Neath Port Talbot County Borough, Wales, administered by Neath Port Talbot County Borough Council, situated on the eastern shore of Swansea Bay approximately 8 miles east of Swansea city centre and 40 miles west of Cardiff. The town is internationally known as the location of the Port Talbot Steelworks — a major integrated steelworks operated by Tata Steel UK which, at its peak, was the largest steelworks in the UK and one of the largest in Europe. The steelworks has undergone significant restructuring from 2024 onwards as Tata Steel UK transitions from blast furnace to electric arc furnace production — a significant economic transformation for the local economy. Port Talbot railway station is on the South Wales Main Line and is served by TfW (Transport for Wales) services — trains to Swansea take approximately 12-15 minutes and to Cardiff approximately 45-55 minutes. The M4 motorway passes directly through the town (the Afan Valley road system and the M4 junction 40-41 corridor). The A48 and A4107 provide access into the Afan Valley (Afan Forest Park — a major mountain biking and outdoor recreation destination) and north to the Neath Valley. BP's Baglan Bay Energy Park (including the petrochemical complex) is located immediately north of Port Talbot. The Margam Country Park (Margam Castle and Orangery; formal gardens; deer park) is a significant visitor attraction. Port Talbot is also the birthplace of the actors Richard Burton and Anthony Hopkins and the playwright Alan Paton. Rental demand is driven by steelworks and petrochemical industry workers, Swansea commuters, NHS Wales (Neath Port Talbot Hospital; Singleton Hospital Swansea; Morriston Hospital Swansea) employees, council employees, and construction workers involved in the industrial transition projects. All tenancies in Wales from 1 December 2022 are occupation contracts under the Renting Homes (Wales) Act 2016 (RHWA 2016); Rent Smart Wales registration and licensing mandatory.

Is Rent Smart Wales registration required for a landlord in Port Talbot?

Yes. Rent Smart Wales registration is mandatory for all private landlords in Wales, including in Port Talbot. Register at rentsmart.gov.wales. If you self-manage your property (collect rent; arrange repairs; conduct viewings), you must also hold a Rent Smart Wales landlord licence. Failure to register or hold a licence is a criminal offence in Wales. Neath Port Talbot County Borough Council enforces housing standards in the Port Talbot area.

Does Section 21 apply to landlords in Port Talbot?

No. Section 21 was abolished in Wales on 1 December 2022 under the Renting Homes (Wales) Act 2016 (RHWA 2016). All tenancies in Port Talbot granted on or after 1 December 2022 are occupation contracts under RHWA 2016. For periodic occupation contracts, landlords use a no-fault contract-holder's notice (minimum 6 months) to end the contract. The Renters' Rights Act 2025 abolishes Section 21 in England only — it does not affect Wales, which abolished it in 2022.
