Swindon rental market — what landlords need to know
Swindon is one of the largest towns in the South West and a major M4 corridor business centre, home to significant tech, financial services, and logistics employers. The private rented sector is substantial and growing, driven by workers priced out of Bristol and London. Buy-to-let yields of 5–7% are attractive for the South of England. Swindon Borough Council does not currently operate a borough-wide selective or additional HMO licensing scheme.

Swindon landlord FAQs
Does the Renters' Rights Act apply to Swindon landlords?
Yes. Swindon is in England (Wiltshire) and all Renters' Rights Act 2025 provisions apply from 1 May 2026 — abolition of Section 21, Periodic Assured Tenancy Agreements for all new lettings, Section 13 rent increases (Form 4A, once per 12 months, 2 months' notice), Awaab's Law hazard response timeframes, and the Information Sheet for all existing tenants (deadline 31 May 2026).
Do I need a licence to let a property in Swindon?
Swindon Borough Council does not currently operate selective or additional HMO licensing beyond the mandatory national HMO licence for properties with 5 or more occupants from 2 or more separate households. If you operate such an HMO, you must hold a mandatory licence. Check with the council before letting — licensing schemes can be introduced. Operating without the required licence is a criminal offence.
