Does the Renters' Rights Act 2025 apply to Belfast landlords?
No. The Renters' Rights Act 2025 is England-only legislation. Northern Ireland has its own private tenancy framework under the Private Tenancies Act (Northern Ireland) 2022. No-fault notice routes still exist in Northern Ireland, though the minimum notice periods and procedural requirements differ from the former English Section 21. Belfast landlords should check the Northern Ireland Housing Executive guidance for current notice requirements.
Does a Belfast HMO need a licence?
Yes. HMO licensing in Belfast is administered by Belfast City Council under the Houses in Multiple Occupation Act (Northern Ireland) 2016. A property is an HMO in Northern Ireland if occupied by 3 or more people from 2 or more households. Mandatory HMO licensing applies across all of Northern Ireland — unlike the English system, there is no additional or selective licensing layer, but mandatory licensing applies to all qualifying HMOs regardless of location.
