Does Chester have selective licensing for landlords?
No. Cheshire West and Chester Council does not currently operate a selective licensing scheme or additional HMO licensing scheme beyond the mandatory national HMO licensing requirements. Mandatory HMO licensing applies where a property is occupied by 5 or more persons from 2 or more households. Landlords should check the council's housing licensing pages for any future designations.
Is Chester a good area for student HMO buy-to-let?
Chester has a well-established student rental market centred on the University of Chester campuses and popular residential areas such as Hoole, Boughton, and Handbridge. Gross yields on student HMOs in Chester typically run higher than standard residential yields — often 6–8% gross on well-configured 4–6 bed HMOs.
